While not as strong as carbide inserts, high speed steel can be used to machine a wide variety of materials, plastic, steel, etc. Most high speed steel tooling are not inserts but just plain metal pieces. I am most familiar with 1/4" by 1/4" tooling that you can grind to shape for whatever machining you are attempting to do.
